Walk into almost any cleaning cupboard in Spain and you will find the same thing: a row of pressurised aerosol cans. They were the default for decades because they were convenient, compact and easy to hand to any operator without training. That default is now costing professional buyers money, floor space and paperwork, and the question is rarely "are aerosols good or bad" but "for which task is an aerosol genuinely the cheapest and safest option".
This guide answers that question the way a buyer needs it answered: what an aerosol really contains, what the real hazards are for the people holding the can, what the law requires, what the alternatives cost per litre of working solution, and how to make the changeover without a drop in cleaning quality.
What an aerosol actually is, and why the propellant matters
An aerosol is not a product type; it is a packaging format. The can holds three things: the active cleaning formulation, a solvent or water carrier, and a liquefied propellant gas that pushes the mixture out through a valve as a fine mist.
That third component is what separates an aerosol from a trigger sprayer, and it drives most of the problems:
- The propellant is not the cleaning agent. It exists only to create the spray. Any gas you pay for is a gas that does not clean anything.
- A large part of the can is packaging, not product. A 500 ml aerosol typically carries a fraction of the active chemistry of a 500 ml refill, because the propellant and the valve assembly occupy volume and cost.
- The mist is finer than a trigger spray. That is the aerosol's one real technical advantage: coverage on awkward surfaces. It is also the reason the airborne fraction, and therefore the inhalation exposure, is far higher.
- The valve and nozzle cannot be cleaned or reused. Once the can is empty it is a pressurised waste container, not recyclable packaging in the ordinary sense.
Why the debate is framed wrong: "good or bad" is not the question
The honest answer is that no aerosol is good or bad in itself. Aerosols are indispensable in medicine, in industrial coating, in paints and in pest control, precisely because no other format delivers such a fine, even mist. The mistake is importing that logic into everyday surface cleaning, where a trigger sprayer or a refillable bottle does the same job with less airborne chemistry, less packaging and less money.
So the correct question for a professional buyer is not whether aerosols are acceptable. It is this: for each cleaning task in my operation, which format gives the lowest total cost per square metre cleaned, at an acceptable level of exposure for the operator. Answer that task by task, not as a blanket policy, and the aerosol list usually shrinks by 70 to 90 percent on its own.
The five costs that never appear on the purchase order
Aerosols look cheap at the shelf edge and stop looking cheap once you cost them properly. Five effects do the damage:
- Cost per unit of active chemistry. Compare a 500 ml aerosol with a 5 litre drum diluted at 1:20. The drum typically delivers 50 to 100 times more working solution per euro spent. The aerosol is not a premium product; it is a product sold in the most expensive possible container.
- Consumption per task. A fine mist is applied generously and mostly lands somewhere other than the target. Controlled studies of trigger versus aerosol application consistently show higher product use per surface with aerosols, because the operator cannot meter the dose.
- Inhalation exposure and its paperwork. Any mist the operator breathes is a risk assessment line, an exposure control and, for some formulations, a medical surveillance question under Spanish prevention law. That is real cost even when no one invoices it.
- Storage and fire load. Pressurised cans are hazardous goods for storage purposes. They need their own shelving rules, away from heat and direct sun, and they inflate the fire load of a cleaning cupboard in a way that a drum of concentrate does not.
- Waste handling. Empty cans with propellant residue are not ordinary packaging waste. Some end up as hazardous waste with its own collection cost, on top of the yellow container for the cans that are genuinely empty.
The real hazards, separated from the myths
A lot of aerosol claims are recycled half-truths. What actually matters today:
- CFCs are not the problem any more. Chlorofluorocarbons were phased out under the Montreal Protocol, and European and Spanish rules removed them from consumer aerosols. The CFC argument you still read online is a decade out of date.
- The propellant is still a greenhouse gas consideration. Modern propellants are typically hydrocarbons or compressed gases. Replacing them entirely is what removes that line from your environmental report, and that is one of the concrete wins of moving to refillable formats.
- Inhalation is the hazard that remains. Fine droplets carry solvents, acids, ammonia and fragrance deep into the respiratory tract. In poorly ventilated washrooms, kitchens and small offices, this is the exposure that matters, especially for operators with asthma or a long working life in the sector.
- Skin and eye contact still belongs to the user. Gloves and eye protection are required in the same way as with a trigger spray; the aerosol format does not remove that obligation.
- Do not confuse "spray" with "disinfect". A mist over a surface is not a validated disinfection step. Where a surface needs to be disinfectant-treated to a standard, the contact time and the method are specified by the product's technical documentation, and most aerosols cannot deliver them reliably.
How to cut aerosol use without losing performance
The practical route is a task-by-task replacement, not a ban. Work through these four steps:
- List every aerosol reference you buy and put a monthly spend against each one. Most operations find that three or four references account for the vast majority of the cost.
- Classify each by task, not by product name. Glass and mirrors, stainless steel, hard non-porous surfaces, awkward access points, kitchens. Note which tasks genuinely need a fine mist and which simply inherited the aerosol out of habit.
- Move the high-volume, low-precision tasks first. General surface cleaning, large glass areas, kitchen degreasing and daily washroom cleaning all move to a 5 litre concentrate plus a trigger sprayer or a pressure sprayer with no loss of result. This is where the money is.
- Keep an aerosol only where the format is genuinely irreplaceable, for example a foam spray gun for high-reach cleaning or a specialist application where the mist pattern is the whole point.

- Aerosol dispensers. Governed by the European Aerosol Dispensers Directive as transposed into Spanish law, which sets requirements on construction, pressure resistance, filling and labelling of the can itself.
- Classification, labelling and packaging of the chemicals inside. The CLP Regulation applies to the formulation, not to the format. If you decant a concentrate into a sprayer, the CLP labelling obligations follow the decanted container.
- Waste. Empty aerosol cans go to the yellow packaging container where they are genuinely empty; cans with product residue are managed as the hazardous waste they are, under Spanish waste law and municipal collection rules.
- Occupational exposure. Spanish prevention law requires the employer to assess the risk from inhalation of chemical mists and to apply the hierarchy of controls.
